When to split "and"

I am having some trouble understanding when to split and versus when to keep it together. In question number 9, the question read, "if a society encourages freedom of thought and expression, then during the time when it does so, creativity will flourish in that society"... In the explanation for that question, the first variable was something like EFTE. In this problem, however, and is split in to two separate variable. What is the difference between these two problems? Why in the first problem did we not separate the two variables sandwiching the and and take the contrapositive or, but we did in this problem? Thank you

@alexp either works. The key is remembering that "and" becomes "or" in your contrapositive.

AGNAA ==> PLWS & PHSS
not PLWS or not PHSS ==> not AGNAA

"If a society encourages freedom of thought and expression, then, during the time when it does so, creativity will flourish in that society."

SEFT & SEFE ==> CF
not CF ==> not SEFT or not SEFE
