@ariella the conclusion here is the first sentence, i.e. "The toy-labeling law should require manufacturers to proved explicit safety labels on toys to indicate what hazards the toys pose."

The last sentence is a premise. It is provided to support the conclusion that the toy-labeling law should be changed by pointing out why the labels currently required by law are insufficient.
