Why A as opposed to D?
I understand why A is the correct answer but why is D wrong? Since the other animals can maneuver land without fully functioning hind limbs, couldn't the whale, with their fragile hind limb maneuver land?

We are looking for the answer choice that would most strongly support the conclusion that "the fragile hind limbs are remnants of limbs that land-dwelling whales once had."
This is why (D) does not work as the correct answer.
This is not about whether whales could actually maneuver on land with these fragile hind limbs.
This is about supporting the conclusion that these fragile hind limbs are remnants of limbs that land-dwelling whales once had.
