@Gaby I am not sure that I am understanding your question here correctly, so please let me know if my response does not address it.

The idea here is that the principle set forth, i.e. "no industrial growth without new capital investment" does not always apply. Rather, it applies if a country's manufacturing capacity is fully utilized.

So "if a country's manufacturing capacity is full utilized:"

IG ==> NCI
not NCI ==> not IG

I thought the beginning of the first sentence "If the country manufacturing capacity is fully utilized," was a premise why is it considered a "overarching principle".
