Deduction short cut?

Is it feasible on a question like this to pretty quickly throw out any answers that deal with Suff&Nec right out of the gate without getting too far into it?

@johnny yes, you can definitely use that structure shortcut on Parallel Reasoning questions.

This stimulus deals with Quantifiers so we know that the correct answer is going to also have Quantifiers.

@Alex E is valid (if voting population means actual voters, not those eligible), but since we're looking for a flawed answer, we can throw that out.
