@JayDee8732 the flaw here is that the factory manager assumes that refurbishing the factory is the only way to make the products more competitively priced.
"Therefore, since to survive in today's market we have to make our products more competitively priced, . . . "
S ==> PMCP not PMCP ==> not S
" . . . we must completely refurbish the factory in order to survive."
S ==> CRF not CRF ==> not S
Notice again that in the conclusion, the author is assuming that completely refurbishing the factory is the only way to make the products more competitively priced, i.e. PMCP ==> CRF:
S ==> PMCP ==> CRF
We know that this is one possible way to make the products more competitively priced, i.e. "Our products would be more competitively priced if we were to refurbish the factory completely with new, more efficient equipment," but nothing indicates that this is the ONLY way.
As such, (B) would be the correct answer here, i.e. "shifts without justification from treating something as one way of achieving a goal to treating it as the only way of achieving that goal."
