Why is this not strengthen with necessary premise if the assumption is necessary to draw the conclusion?

@alstan this question stem does not state "necessary to draw the conclusion."

It states, "enables the conclusion of the argument to be properly drawn."

"Enables . . . to be properly drawn" is Strengthen with Sufficient terminology, i.e. you are looking for the premise that 100% guarantees the conclusion.

I just want to make sure I understand that strengthen with a necessary and strengthen with a premise are the same as assumption necessary and sufficient respectfully or am I incorrect
