We need to both help justify the position of the stimulus, and yet place the least restriction on the allocation of funds by directors of charitable organizations. Answer choice (B) does just that.

(B) states that those who solicit charitable donations from the public for a specific cause should spend the funds only on that cause, or, if that becomes impossible, should dispose of the funds according to the express wishes of the donors. Thus, the position in the stimulus, that the directors should first obtain permission from those who made donations for their plan of donating the surplus funds (originally collected to pay for repairs) to other animal shelters is justified. And answer choice (B) places the least restriction on the allocation of funds by directors of charitable organizations because it still allows them to reallocate funds as long as they get permission, as opposed to them not being allowed to reallocate at all, or having to return the surplus as a whole.
