Jenkins's conclusion is that "research on the properties of snow at the North Pole should be conducted in January and February." Why? Because the weather is "then cold enough to ensure that the snow will not melt. It is important that research money not be wasted; if we wait until a later month, we risk sending researchers when they will be unable to carry out research successfully."

Lurano's conclusion is that research on the properties of snow at the North Pole does not need to be conducted in January and February. Why? Because the "weather will likely still be quite cold in April and May, and by going later, researchers run less risk of suffering dangerous exposure to the cold."

Jenkins and Lurano do not necessarily disagree on answer choice (C). Lurano never discusses funding. Thus, we cannot assume that just because he believes that the research can still be conducted successfully post February, that this means Lurano believes funding will not be wasted. Remember that our knowledge is limited to the boundaries of each passage. Thus, since Lorano does not mention funding, we do not know how he feels about it. Further, we do not know whether Jenkins will agree or disagree. Jenkins isn't saying that money will definitely be wasted if research on the snow is carried out at the North Pole later than February. We only know that Jenkins believes the research should be done in January and February because the "weather is then cold enough to ensure that the snow will not melt." Jenkins states that if they wait until a later month, they risk sending researchers when they will be unable to carry out research successfully, and if that happens they will waste funding. So wasting funding is a possibility, but it is unclear whether or not the researchers will definitely be unable to carry out their research successfully. Thus, it is unclear whether Jenkins will agree or disagree with (C), as well.

However, Jenkins and Lurano definitely disagree with answer choice (E). It is clear that Jenkins prefers not to risk wasting research funding since his conclusion is based on the reasoning that funding should not be wasted, i.e. "it is important that research money not be wasted; if we wait until a later month, we risk sending researchers when they will be unable to carry out research successfully."

On the other hand, it is clear that Lurano believes that the risk to researchers outweighs funding considerations since his conclusion is based on the fact that a post May expedition will still be cold enough to conduct the research successfully but won't expose the researchers to the dangerous temperatures of winter, i.e. "by going later, researchers run less risk of suffering dangerous exposure to the cold."
