I'm confused by your question. What do you mean by the "ridiculous portion of the passage?" Could you elaborate?

Well one of the incorrect answer choices states that the author refrains from using slanting when speaking of federal expenditures which means that there was slanting in the passage right? I just wanted to know where and what exactly it was. I just thought it could have been when it says "ridiculously low levels"
