I Am Confused

The correct answer is E- compares state expenditures with federal expenditures. But the last two sentences are about "federal expenditures for 'nationwide' soil conservation programs." The author never compares state v fed, he only brings up the allocations of the states. It seems like the last two sentences compliment each other; that the nationwide programs receive low funding.

The last sentence states: "Total federal expenditures for nationwide soil conservation programs have been less than the allocations of some individual states."

The last sentence is comparing federal expenditures with state expenditures. It says that the total of all federal expenditures for the program has been less than what some states allocate for their expenditures.

"The allocations" refers to the allocations of state expenditures for soil conservation programs. So federal expenditures are being compared to state expenditures, i.e. answer choice (E).
