What is going on here with the answer choices ... I thought I had it, but after reading the choicest got really lost ... Can u please break down answer choices for me? In other words, CA ==> Natives (remember the difference between "only" and "the only")

If one one looks at individual schools as separate cultures, therefore, the key to educational progress is obvious . . .

Okay, well we know from the principles in the stimulus that cultures advance ==> independence replaces dependence (that is: imposition by outsiders is replaced by initiative from within or in other words: natives of the culture are the only ones who can move that culture forward). Therefore, if schools = cultures, the key to educational progress is replacing imposition by outsiders with initiative from within.

So now let's look at the answer choices:
