(A): "People can feel secure only if they know for certain whether their actions are legal."

Remember, "only if" introduces a necessary condition.

We can rewrite this: If people can feel secure, then they know for certain whether their actions are legal.,

PFS ==> KCWAL
not KCWAL ==> not PFS

(C): "If people know for certain whether their actions are legal, they can feel secure."

Here, "if" introduces the sufficient condition.

KCWAL ==> PFS
not PFS ==> not KCWAL
