Thanks for your message. If one of the cities contains exactly two hospitals and exactly one university, this city must be either 2 or 3 since our Us have to be in 2 and 3.

So one possibility would be as follows:

1:
2: U
3: UHH
4:
5:
6: JH

All that is left is one J and one H and we know from rule #2 and rule #4 that wherever we place the last J, the last H will follow.

J cannot be in 2, 3 or 6 so it must be in 1, 4 or 5. H will join J in either 1, 4 or 5.

The other possibility is to place UHH in 2 as follows:

1:
2: UHH
3: U
4:
5:
6: JH

Again, J cannot be in 2, 3 or 6 so it must be in 1, 4 or 5. H will join J in either 1, 4 or 5.

For this reason, (B) is not possible.

However, you will notice that in our second scenario with UHH in 2, we could have JH in 4 and have 1, 3 and 5 not have a H as follows:

1:
2: UHH
3: U
4: JH
5:
6: JH

Hope this helps! Please let us know if you have any other questions.
