Let's diagram this problem.

"Every contract negotiator has been lied to by someone or other,"

P1: CN ==> L2BS
not L2BS ==> not CN

"whoever lies to anyone is practicing deception."

P2: L2S ==> PD
not PD ==> not L2S

"anyone who has been lied to has also lied to someone or other."

P3: L2BS ==> L2S
not L2S ==> not L2BS

So, we can connect P1 to P3 to P2 like so: CN ==> L2BS ==> L2S ==> PD to conclude through the transitive property that CN ==> PD, i.e. if one is a contract negotiator, then they have practiced deception, i.e. answer choice (A): "Every contract negotiator has practiced deception."
