The entire point of the consumer advocate is that toys should also have safety labels. The rest of the argument helps support why safety labels should be required of toy manufacturers.

We are told that currently the only labels required are those that indicate what age range for which a toy is intended, and though these labels have reduced the incidence of injuries to children from toys, these injuries could have been avoided entirely "if toy labels provided explicit safety information." Thus, the law should require explicit safety labels on toys.

So, answer choice (C) is our correct answer. The statement referred to in the question stem is the conclusion of the argument.
