Can someone explain why D is correct? I do not understand how wear and tear on tires are related to automobile exhaust.

Happy to help. We're looking for the logically strongest counter that
Albert can make to Erin's argument. Let's take a look at (D).

(D) says, "Most of the PAHs released into the atmosphere are the
result of wear and tear on automobile tires."

(D) tells us that wear and tear on automobile tires—and not automobile
exhaust—is what releases most of the PAHs into the atmosphere. (D)
would weaken Erin's argument by weakening her case for the regulation
of exhaust, casting doubt on whether or not it would really save
thousands of lives. Thus, (D) is the strongest counter Albert can make
to Erin's argument, so it's the correct answer choice.
