Absolutely. Where it says that these people's claims show that their sense boundaries are different, that's the conclusion. It's what the rest of the argument is trying to show. It also is a weak conclusion; there are many reasons people may say they taste blue, from drug use to plain lying to, as is the example here, having difficulties using words to express themselves.
