Hi @Madelyn-Luskey, thanks for your post. P cannot be ranked 3rd. The rules establish that three programs are more popular than P:

H > J > Q > P

This means that P's highest possible ranking is 4th. Thus, P *cannot* be ranked third, which is why (E) is the correct answer.

By contrast, as the ranking string above indicates, Q could very well be ranked 3rd.
