The information given in the question does not tell you enough to conclude that the relationship is cause and effect. One thing seems to be related to the other, but that doesn't necessarily indicate that one caused the other. Since we're looking for the answer that MUST be true, you need to find the answer that 100% follows from the information given in the question, and we do not have enough information in the passage to definitively prove causation, therefore, (B) can't be the answer.
