illustrates the type of disaster response recommended by the experts
mentioned in the third paragraph?"
In looking at the recommendations noted in the third paragraph, we
know that the experts are focusing on long-term solutions that provide
a lasting benefit to the communities, as the first sentence of the
third paragraph (lines 31 and 32) states, "To develop a more effective
approach, experts recommend shifting the focus to the long term."
We're also told that the experts desire a grassroots dialogue with the
