A Little Confused

I've read through this questions few times and I'm still not understanding by B would be the correct answer. Can someone explain?

@Jaimee-Salgado the arguments tells us that "hiccups experienced by many victims."

So the fact that not every victim experienced hiccups has no bearing on this argument.
