In order to understand why answer C is wrong, consider the conclusion of the passage. The columnist concludes that the argument fails because some animals are electrocuted even where cable TV lines are underground. Remember, the question stem is asking which answer “most accurately describes a flaw†in the reasoning. That conclusion may fail to consider additional advantageous effects, but that failure is not a flaw in the reasoning. Instead, that conclusion is a rejection of the proposal merely because the problem still occurs when the cables are underground, as answer b states.
