The stimulus states that expression of potentially offensive ideas is appropriate can be done, when appropriate, in a civil manner.

In answer choice D, there is nothing to indicate that a new conference is not an appropriate time to discuss the embarrassing question. Answer choice D also does not indicate that the question is not asked in a civil manner. Therefore there is no reason to conclude that the journalist should not ask the question.
