I don't understand how Manilla being visited some time after Jakarta is wrong. If they have to be visited consecutively isn't it true that the order could be H, J, M, T? Isn't that an example of Manilla being visited some time after Jakarta?

Yes, they have to be visited consecutively which means it can only be 2,3 or 3,4 since J has to be 3. However, HT must be included and cannot be consecutive and if you use the 3,4 for JM then that leaves 1,2 for HT which violates the consecutive rule.
