Answer choice B

Why is answer choice B incorrect? If the rate at which dioxin decomposes varies according to the environment , then we cannot say that in this instance it is the cause because we don't know what the environment is like here in particular?

B simply doesn't give us enough information to impact the argument. While the rate may vary, we don't know if it increases or decreases, or what the conditions in question are. This ads a variable, but it doesn't actually change the facts stated.
