@crmoser2,Great question. I think you may be misreading what (C) is saying.
(C) says, "A population remains settled only where the climate is
fairly stable."
(C) is basically the contrapositive of one of the conditions that we
were given in the stimulus: "drastic shifts in climate always result
in migrations." The contrapositive of this is if there's no migration
(population remains settled), then there was no drastic shift in
climate (climate is fairly stable). This is why (C) is the most
strongly supported answer choice, as it's essentially restating one of
the conditions we were given in the stimulus.
