Why is D wrong?

Is D wrong because it doesn't say that Hai's offer was legitimate? And if it did say his offer was legitimate, would it technically be correct?

Great question. That's correct. (D) doesn't say that Hai's offer was
legitimate, so we can't conclude that it's a valid contract. Thus, (D)
is out.
