Answer not D
I understand why the answer is E, but the passage states that Dinosaurs lived during the Cretaceous period, and that they could not live in the southern half. Does this not mean that they must have at least at some point lived in the northern part, making D not true?

There is no information provided in the passage that indicates that dinosaurs must have lived in the northern half of the region during the Cretaceous period. We know that dinosaurs roamed the earth during the Mesozoic era and that the last 75 million years of this era are defined as the Cretaceous period; however, we know nothing about the state of the northern half of this particular region except that it is not covered entirely by water.
Therefore, we know that the northern half of the region provided suitable habitat for dinosaurs, but this does not necessarily mean that there were dinosaurs living there during the Cretaceous period. It is important to remember that the passage is discussing the northern and southern halves of a "certain region of the earth," and not the northern and southern halves of the earth itself.
In this way, there is no information to support that dinosaurs had to have been living in the northern part of this region during the Cretaceous period. We simply know that there were no dinosaurs living in the southern part of this region and that dinosaurs roamed the earth during this time.
