This question makes no sense. The conclusion is "built more cheaply on the outskirts of town". "More cheaply" is the key phrase. "Building a parking lot" really doesn't say anything about cost effectiveness, especially considering the fact that the size of the new property on the outskirts of town is not specified. Is the answer choice implying that the building will be smaller than the old building, and therefore it is not cost effective?

The argument is that it would be cheaper to build in the suburbs since land is cheaper out there, and land is one of if not the biggest costs.

However, parking lots take land. Usually much more than the building itself. Since we are told we need a bigger post office, we have no reason to think the size of the building itself would vary based on the location, but the right answer shows we would need much more land in the suburbs.
