I was wondering if someone could explain how we can get to D as the correct answer. Would lines 54-59 be the necessary support to answer this question ("Donors that incorporate dialogue with members of affected communities into their relief plans could foster strategies that more efficiently utilize immediate aid as well as provide for the difficulties facing communities in the years after a disaster")? I only noted that paragraph four has the author's viewpoint, but I'm not sure if it can also be found elsewhere. Thank you in advance for the help!

In the first two paragraphs the author tells us why the traditional method fails: it focuses on quantity but not the needs of the community or management of resources. The author in the third paragraph tells us why a new approach is better, which she explicitly endorses in the first line of the last paragraph. D aligns well with the approach in the third paragraph and the critique of the quantity approach in the second paragraph.
