hello! Initially, I chose answer C because I thought it was the better option. Can we eliminate C because it mentions an alternative that we don't see in the stimulus? Thank you in advance!

@Julie-V Thank you for your question. We can eliminate answer choice C as incorrect because the passage does not discuss an alternative to the proposal, rather it gives specific examples of what would happen if the original proposal is implemented. Let me know if this makes sense.
