Is it safe to say that in these kind of questions we can blindly eliminate all answer choices starting with "fewer than"?

It is best practice never to blindly eliminate an answer choice based on what it starts with. Always make sure that you have a complete understanding of the argument made in the stimulus and, at the very least, read through all of the answer choices rather than blindly eliminating them. Some questions may try to trick you with their wording.
