I know that A does not most weaken the argument, but it does still seem to weaken it a little bit. Is this so or not? As the fact that other cities have had economic conditions improving and leading to decreased crime rates does show signs of an alternate cause

Thanks for the question! The problem with (A) is that we aren’t told anything about improving economic conditions in the stimulus. If the police commissioner had said something bout the city having improving economic conditions, it would be different, but we don’t know that, so it’s irrelevant to our case. Hope this helps!
