Hi LSAT Max,
After process of elimination, I was left with choices (A) and (D) but went with the latter. Could you explain why (A) would be the better answer and why (D) is flawed? Thanks!

I'm not a tutor here but I hope I can help.
The reason why D is wrong is because Cambodia would not be considered a precedent for the new interpretation, a precedent is supposed to tell you how you should do something, it provides a guide for the future. In this case an entirely new law (the new interpretation) was created to stop the precedence of what happened with Cambodia (and other examples of presidential overreach).
