Answer Explanation

Hi LSAT Max, "Insignificant" threw me off when I was going through the answer choices and thought that it didn't accurately represent why nations didn't establish rules to protect their territorial waters. Could someone explain why (C) would be the best answer as well as the lines in the passage that would support it? Many thanks in advance for the help!

Lines 12-15 state that because the area of territorial waters was so limited - only extending 3 miles offshore - most nations did not establish rules for management or protection of the area. The "insignificant" refers to the area being merely three miles.
