Can I have another explanation as to why D is incorrect? If blood alcohol is lower than current legal limit , is that not the social drinkers Steven is talking about, and who Miguel says have little effect on highway safety?

I have the same question as Adriana!
D seems to summarize what Steven is saying, which Miguel directly disagrees with.
Whereas I thought A was wrong because while Steven would agree that social drinkers who drive are a threat to the public, Miguel would not necessarily disagree with that statement because heavy drinkers could also be social drinkers. No?
