Recall that Rawls is reacting AGAINST utilitarianism, which states that the rights of one person can be trampled upon if doing so will increase the overall utility of the population. Rawls, for example, would be against killing the one person to appease the mob, as is mentioned in the first paragraph. Thus, (E) is the opposite of what Rawls' beliefs (and the author of the article, who appears to agree with Rawls, or at least find his theory admirable). (A), on the other hand, lines up with them.
