The argument can be condensed to the following idea. Spread out X, to reduce to the total of X.

Answer choice D parallels this exactly, this answer choice falsely concludes that by spreading out your calories consumed over more meals, you would consume less calories overall without reducing the actual amount.

This is the idea in the stimulus, spread polluters out and they will pollute less overall, somehow without reducing their actual pollution output.

Answer choice A is entirely different in structure. It makes a flaw of assuming that Monique spends most of her salary on housing because she moved to a city where housing costs are very high. We do not know her salary, nor her housing situation. Therefore, bad argument, but different nonetheless.
