(B) is incorrect because the economists assert that penalties must be based solely on the reckoning of cost and benefit, thus communities' perception is irrelevant to determining the penalties but we cannot infer that the communities' perception is necessarily irrelevant to assigning a moral weight as well as (B) argues - we only know that economists see moral weight as a non-factor in determining the penalties as opposed to the author of the passage but we have no information as to their opinion on how should the moral weight be assigned generally.
