No, wearing a seatbelt does not actually impact one's ability to operate a motor vehicle. A person wearing a seatbelt and a person not wearing a seatbelt with otherwise equal driving skills are equally likely to get into an accident except a person not wearing a seatbelt is more likely to sustain more serious injuries.
