Could B not be correct because the author says that the critics of the neo-lamarckian theory think that there is a less radical explanation for the observances mentioned...thus the theory was dismissed/rejected?

I believe that a note worth making about this question is that it is asking about the primary function of the final paragraph. The majority of the paragraph discusses what the evidence for the recently revived Lamarckian theory proposed by Steele would look like.

It is only in one small portion of the paragraph that discussion of other scientists' views regarding this evidence occurs. Additionally, they are not dismissing the theory for lack of evidence. Rather, they are of the opinion that there may be less radical evidence for the mutations described by Steele. There is a difference between believing something to be false and believing something to be ill explained.
