Why does C not work?

(C) does not work because an increasing population is accounted for in the national crime rate. As the passage states, this rate is calculated as the annual number of crimes committed per 100,000 people. Therefore, the rate can be calculated and compared despite the total number of people in the population because it is a percentage.
