I understand why answer choice D is correct but wanted to check my understanding of why answer choice E would be wrong. Is answer choice E wrong because these particular safety features wouldn't necessarily decrease accident rates? But might just help decrease the rate of injuries?

Yes, that's basically right - though it's not necessarily about the rate of injuries, but rather the severity of injuries. (E) is incorrect because the stimulus doesn't concern the actual physical harm that happens to passengers, just the accident rates. We don't know anything about the severity of the accidents, and so this severity is irrelevant to the stimulus and our answer. Hope this helps!
