Answer choice C

I am very confused by why answer choice C is considered correct. Doesn't the stimulus say that all funds have to be registered with the city council? Can someone explain why C is the correct answer?

The law says that all contributions to mayoral campaigns in excess of $100 made by nonresidents who are not former residents must be registered with the city council.
Contributions only came from residents and former residents.

We can, therefore, conclude that none of the contributions are subject to registration because only contributions by nonresidents who are not former residents are subject to registration.
