A says major cities will not be polluted, what about smaller cities? That is what turned me off to A.

I see your point about not including smaller cities. To me, however, "urban" refers to major cities, rather than smaller cities and towns. But even if we do not accept this definition, we are simply looking to strengthen the argument that urban pollution would be reduced. We do not need to completely eliminate all urban pollution. A transition to battery-powered cars would move the pollution source away from major cities. This supports Henry's goal of reducing urban pollution.
