In my Master sketch h/j are interchangeable for 1&2 and 4&5. There are no rules saying that one has to be in a particular place so couldn't Howland's essay be both 4th or 5th? I am confused about this.

Rule 4 tells us that J has an urban theme.
Therefore, we know that our two urban themes have to belong to J and either F or K.
(C) states that H could be assigned to the fourth spot, but the question notes that the fourth spot must have an urban theme. We know that the fourth spot must then be assigned to J or (F/K), as these are our only options for the urban theme. In this situation, H must be rural-themed, so it cannot be assigned to the fourth spot and (C) cannot be true.
