Stuck between C and D

I understand why D is the correct answer choice but why is C incorrect?

The key here is the phrase "only if." Although the passage does seem to imply that one's chess skills will improve with pattern-recognition techniques, it does not suggest that this is the ONLY way to improve one's chess skills. This is what (C) states, which is why it is incorrect.
