Why is B wrong?
I had this question narrowed down between B and D and chose B based on the portion in the last paragraph. Is it the essential portion? Since the passage says, "most promising" instead?

Thanks for the question! The problem with (B) is simply that it is too extreme. First off, there’s the problem with a policy that allows ALL forest fires started by lightning to burn until they naturally died out. The author wouldn’t agree with this policy because the author only thinks that the fires should be periodic, since the author only thinks they should be controlled. As such, the author would also not call them an “essential†component of a new wildlife management plan.
