Why can't C be correct?

A little confused on why C doesn't work. TTTWWTW complies with all of the rules, so couldn't bill 5 be paid on Wednesday? Wondering what I'm missing. Thanks!

@Chris11, (C) is the correct answer. You're correctâ€”bill 5 can be paid on Wednesday, so the list of all of the bills that could be paid on Wednesday are 1, 3, 4, 5, 6, and 7. The only bill that cannot be paid on Wednesday is bill 2.
